Zelensky States He Lacks Explicit Defense Guarantee from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have not given him solid assurances that they will protect his country in the case of a future Russian attack.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on Wednesday.

His comments come a day after Britain and France inked a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is reached.

However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron subsequently indicated thousands of troops may be deployed.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the French capital.

President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "an essential component of our commitment to support Ukraine for the long-term".

He continued: "It establishes the pathway for the juridical structure under which British, French and partner forces could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he seemed more cautious.

"I see the will, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we lack such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this question cannot be answered. And even if they do, you still have to rely primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the allies "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "90% ready".

Questions of land and defense pledges have been at the forefront of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.

Russian forces now holds about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - with a focus on energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukraine has hit back at objectives inside Russia with drones, albeit with more limited success.
